Preparing to attend the biennial meeting, especially for the first time, can be overwhelming! There are many moving parts to the CFP - so here are a few of those parts, broken down into smaller pieces to assist you in seeing the big picture.

Information about the Pre-Conference Virtual Workshops “Preparing for Deliberation: The Science Behind the Issues”

During every Biennial Meeting, Issues are submitted to the Conference that are based on new technology, food safety advances, or emerging food science. The Pre-Conference Workshop will be held with the goal of preparing participants for the Council deliberations. The workshops will focus on three food safety topics selected from the Issues submitted for the 2025 Biennial Meeting. Each day, there will be a different topic discussed, with time for Q&A with subject matter experts.

Education and Research Standards

This day is focused on providing background information on some of the research and educational standards that are already in place, and other standards that are available that could advance food safety education.

Talk about Time-Temperature Control for Safety (TCS) Foods This day is focused on the TCS food definition, cut plant foods, the science around why some cut plant foods are higher risk, and other background information needed for the very important deliberations that are to come at the Biennial Meeting. There will be one hour of an academic perspective on the topic, and one hour will be a presentation by Steven Lyon and Katy Holzer from Chick-Fil-A on the industry perspective of risk analysis of TCS foods, risk modeling, testing products, and managing TCS products in restaurants.

All about Allergens This day will be focused on allergen-related topics, with a focus on cross contact in restaurants and the background information and science related to cross contact. Betsy Craig from Menu Trinfo LLC is organizing a session to provide background information on all things allergens.

CFP Position Descriptions - Conference and Executive Administration

Position descriptions provide Conference members with guidelines regarding their responsibilities when holding a named position. Suggested changes to the Position Descriptions should be submitted to the Executive Assistant who will forward them to the Constitution & Bylaws Committee. Conference Leadership Team Conference Chair During each biennial meeting, the newly-constituted Executive Board elects a Conference Chair for the next biennial meeting. The term of office is two years, is effective at the conclusion of the biennial meeting at which elected, and continues through the next biennial meeting. Conference Vice Chair During each biennial meeting, the newly-constituted Executive Board elects a Conference Vice Chair for the next biennial meeting. The term of office is two years, is effective at the conclusion of the biennial meeting at which elected, and continues through the next biennial meeting. The Conference Vice Chair is selected from Industry members of the Board. The Conference Vice Chair does not move into the Conference Chair position as that role is reserved for a regulatory member of the Board. 09-2024 PDF
Immediate Past Chair This position is essential for ensuring a seamless transfer of knowledge and maintaining the momentum of initiatives established during their tenure as Conference Chair of the most previous biennial meeting. 09-2024 PDF
Non-Profit Executive Team Executive Board Member Members of the Executive Board are elected by CFP meeting attendees representing each of the constituencies as described in Article IV of the Constitution and Bylaws. The term of office is six years, is effective at the conclusion of the biennial meeting at which elected, and continues through three biennial Meetings. Board members may be appointed by the Conference Chair and approved by the Executive Board to fill the remaining term of a resigning Board member. 10-2024 PDF
Executive Director The Executive Director, along with the Conference Chair and the Executive Board, is responsible for conducting the ongoing administrative business of the CFP as well as the planning and execution of the biennial meeting as outlined in the Constitution and Bylaws. The Director is an independent contractor subject to the terms of the prevailing service agreement. 10-2024 PDF
Executive Treasurer The Executive Treasurer, along with the Conference Chair, the Executive Director and the Executive Board, is responsible for conducting the ongoing financial business of the CFP. The Treasurer is an independent contractor subject to the terms of the prevailing service agreement. 10-2024 PDF
Executive Assistant The Executive Assistant works with the Executive Director to administer the day-to-day business of the CFP. The Assistant is an independent contractor hired on a part-time basis and is subject to the terms of the prevailing service agreement. 10-2024 PDF
Conference Council Positions Council Chair At the end of the biennial meeting, each Council Vice Chair assumes the position of Council Chair subject to Conference Chair appointment and Executive Board approval. The Council Chair ensures the Council responsibilities are carried out during the two years between biennial meetings and manages the Council deliberations during the biennial meeting. 09-2024 PDF
Council Vice Chair At the end of the biennial meeting the newly-elected Conference Chair, with approval by the Executive Board, appoints the Council Vice Chair. The Council Vice Chair assists the Council Chair in carrying out the Council's assigned charges throughout the two years between biennial meetings as well as during Council deliberations at the biennial meeting. 09-2024 PDF
Council Member Each Council shall have a Chair, Vice Chair, and twenty (20) other members to be appointed by the Conference Chair with the approval of the Board. The term for a Council member shall begin at appointment and expires upon adjournment of that biennial meeting. 09-2024 PDF
Council Scribe The role of the Council Scribe is vital for maintaining the integrity and transparency of the CFP’s deliberative processes, ensuring a clear record of the Council’s work is available for future reference and action. 09-2024 PDF
Council Runner The Council Runner plays a behind-the-scenes yet essential role in ensuring the Council’s activities proceed without interruptions, contributing to the overall effectiveness of the CFP. 09-2024 PDF
Lead Parlimentarian The Lead Parliamentarian plays a crucial role in promoting transparency, fairness, and efficiency, ensuring the CFP’s governance and decision-making processes align with its procedural standards. 05-2024 PDF
Council App Liaison A Council App Liaison is responsible for keeping Biennial Meeting attendees up to date on the status of Issues assigned to a Council by disseminating information via the mobile app. An App Liaison is not a member of the Council and may not participate in discussions or voting. 02-2019 PDF
Council Committee Positions Council Committee Chair The incoming Council Chairs select Council Committee Chairs for each Committee formed within their Council, and presents those names to the Conference Chair for acceptance. The Conference Chair notifies the members of their appointment. Once confirmed, the Council Chairs and Council Committee Chairs will select the remaining members of the Council Committees. The Council Chairs will submit full committee rosters to the Conference Chair for final Board approval. 01-2025 PDF
Council Committee Vice-Chair The Council Committee Chair and Vice Chair are responsible for selecting the voting members and alternates from the list of committee volunteers. 09-2024 PDF
Committee Member CFP members in good standing may express interest to serve on a Council Committee by forwarding their name to the Executive Assistant following a biennial meeting. This list is used in creation of Committee rosters. All appointments to Committees shall be made to provide a balance in representation of the stake holders in the particular matter under consideration. 04-2024 PDF
Standing Committee Positions Audit Committee Audit the CFP's financial records annually, and reports its results to the Board, except when a certified public accountant conducts the annual audit. 10-2024 PDF
Constitution and Bylaws/Procedures Committee Submits recommendations to improve Conference administrative functions through proposed amendments to the Constitution and Bylaws. The Committee reviews proposed memorandums of understanding (MOUs) to ensure consistency among the various MOUs, the Conference Procedures Manual, the Constitution and Bylaws, and other working documents. 10-2024 PDF
Digital Engagement and Technology Solutions Committee Reports to the Board and has the objective of identifying, vetting, and recommending digital engagement and technology solutions which bring value to membership, encourages engagement with CFP, and improves internal processes. This committee works with the Board to identify and prioritize digital technology activities for each biennial meeting. 10-2024 PDF
Finance Committee Responsible for oversight in the budgeting and financial planning, financial reporting; and the creation and monitoring of internal controls and accountability policies. 10-2024 PDF
Food Protection Manager Certification Committee Reports to the Board (with Council II oversight) and works with the accreditation organization for Food Protection Manager certification programs to: Establish and refine policies and standards to which Certifiers must conform in order for them to be accredited, and also provide Conference input into the development of accreditation standards for certifying organizations specific to Food Protection Manager certification programs, and develop strategies for enhancing equivalence among Food Protection Manager certificates issued by Certifiers, and promote universal acceptance of certificates issued by accredited Certifiers. 09-2024 PDF
Food Safety Management Systems (FSMS) Committee Works with the goal to incorporate Food Safety Management Systems into everyday activities of retail food establishments and provide ongoing development of resources to assist the food safety community in achieving Active Managerial Control of foodborne illness risk factors. 11-2024 PDF
Issue Committee Reviews all Issues submitted in accordance with the Conference procedures before the biennial meeting, and assigns accepted Issues to one of the three Councils for deliberation during the biennial meeting. 10-2024 PDF
Nominating Committee Selects the nominees for Executive Board positions such as Conference Chair, Vice Chair, and Standing Committee Chairs, and submits to the Board for approval. 07-2024 PDF
Program Committee Assists the Executive Director and Conference Chair in planning and arranging all Conference meetings, and helps the Executive Director prepare the workshop and other aspects of the programs for each biennial meeting. 10-2024 PDF
Program Standards Committee Manages the content and publication of the Program Standards (National Voluntary Retail Food Regulatory Program Standards). 10-2024 PDF
Publications Committee Establishes guidance for improving Conference publications regarding Conference endorsement, copyright, scientific and regulatory accuracy, and external publication approval. 11-2024 PDF

What are the Rules of Engagement for Council Members During the Meeting?

How do we keep it straight? Roberts Rules of Order is a complex framework for official meetings and proceedings.
